Summary
Job Function and Specifications:
Coordinate with various Cabot stakeholders in multiple departments to ensure the timely submittal of permit applications. Includes tracking the progress of well stakings.
Responsible for preparing and submitting permit applications to the appropriate regulatory agencies, including permits to drill and operate wells, various general permits as required, and various county and township-level permits.
Oversee the preparation of well plats associated with permitting, working directly with consultants and contract surveyors.
Ensure proper notifications are made to all landowner, county, municipal and operator stakeholders as pertains to the well permitting process. Such notifications include providing copies of plats showing intent to drill, notifications to surface owners who have water sources, and sending AOR surveys and notifications. Coordinate and track same. Also coordinate, track and resolve any permit objections and any responses to AOR surveys.
Perform regulatory filing functions to ensure permits, documents, correspondence and various other types of regulatory information are readily accessible.
Responsible for tracking progress of permit application packages and approved permits. Also responsible for tracking permit expiration dates and filing timely renewal applications.
Secure and track sewage permits for well pads; notice sewage enforcement officers of rig mobilizations.
Perform accounting functions associated with permitting processes, including tracking and coding transactions appropriately.
Support regulatory compliance for Cabot's drilling program, including regulatory review and analysis as needed.
Perform PUC reporting functions, including monitoring daily drilling reports for well spuds, completions work, and production activity.
Performs AOR reporting functions to PADEP.
Excellent communication and interpersonal skills are a necessity - successful candidate will be required to communicate (oral and written) with regulatory agency personnel, contractor/consultant personnel, and staff in various Cabot departments to ensure projects are managed efficiently.
Support the implementation of applicable environmental and regulatory programs and projects.
Excellent project management and and organizational skills required.
Perform other environmental and regulatory-related duties as assigned.
Job Requirements:
3-5 years of experience in environmental and regulatory compliance, preferably in oil and gas.
Ability to multi-task and to accurately solve problems.
Ability to work effectively in a team environment, as well as alone.
Exceptional proficiency in data management.
Proficient in Microsoft Office (Word, Excel, Access, PowerPoint); ability to work within various databases; ability to use GIS mapping software.
Must possess excellent analytical, communication and organizational skills.
